-           The nature of the Services:

The consulting firm will provide technical assistance and support for agricultural development and irrigation operations in the Svay Chek River Basin under Component 2 of the Svay Chek Project. The service include:

o   Technical Assistance for agricultural development strategies at the communal level of the 6 rehabilitated Irrigated Schemes, focusing on agroecology and nature-based solutions (NbS).

o   Support O&M in the six irrigation schemes rehabilitated under component 1 and in reservoirs by strengthening the technical and managerial capacity of the FWUCs in O&M activities to ensure long-term functionality of water infrastructure and by supporting PDoWRAM for reservoirs O&M.

o   Support to the synergy between O&M in IS and agricultural development in the communes by the creation of hybrid FWUCs/ACs as pilot MAC.

o   Support to project Component 2 management Project Management Unit (PMU) of MAFF in planning and monitoring agricultural activities and ensure the coordination with all stakeholders as requested.

-           The technical area and expertise:

The consulting firm must have expertise and experience in the following areas:

o   Sustainable agricultural development and agroecological extension

o   Support the Agricultural Cooperatives (ACs) / production governance

o   Contract farming / agribusiness

o   Value chains organization / multi-stakeholder coordination

o   Certification and labellisation processes for agricultural products

o   Operation and maintenance (O&M) of irrigation schemes and reservoirs

o   Social engineering on water management

o   Participative approaches in local development planning

o   Multi-stakeholder coordination (between institutions and project stakeholders)

o   M&E of sustainable agriculture cobenefits (assessment of agricultural environmental, social and economic benefits of irrigation and agricultural supports)

o   Project management (planification of activities, budget etc.).

-           The location: Southeast Asia; experiences in Cambodia is preferred.
